Fix:
1. OS-level packages `libffi-dev` and `libssl-dev`/`openssl-dev` should be installed explicitly since Ansible 2.0.2.0(???).
2. Python package cffi should be installed explicitly since Ansible 2.0.2.0(???).
3. add '--fix-missing' for apt.
