Import NETSCAPE-Bookmark compatible milliseconds

NETSCAPE-Bookmark sometimes contains dates as milliseconds instead of
seconds.
For instance, this is the case of the files gererated for Google +1s by
Google Takeout.
This patch make these files compatible.
